Rental Licensing & Inspection

Whitemarsh Township requires that owners of all rental units within the Township act in accordance with the Township Code's Rental Licenseing and Inspection Program requirements to ensure that each rental property is properly maintained by the owner and occupant. The Township Code provides for a regular inspection program, registration and licensing of residential rental units and penalties for noncompliance.

RENTAL LICENSE REQUIREMENTS

The property owner or agent of each rental property must register each rental unit with the Township Building and Codes Department and pay the required registration fee in accordance with the Township's Fee Schedule (page 12 - Rental Fee Schedule).

Registration Forms are available for download on the Township website and are also available at the Township Building Department of Building & Codes (610-825-3535).

The following information must be submitted with the registration form and payment:

  1. Name, address and telephone number of the property owner
  2. Name, address and telephone number of the person authorized to collect rents or fees from the premises
  3. Name, address and telephone number of any person authorized to make or order made repairs or services for the rental property, if such person is different from that of the property owner or rental agent
  4. Name of Person or entity responsible for the maintenance and upkeep of the property
  5. Street address of the rental property
  6. Number and types of dwelling units within the rental property
  7. A list of current tenants including contact information

A property owner or agent must notify the Township in writing within thirty (30) calendar days following any change in the above information.

Each license for a residential rental property must be renewed every two years. If there is a change in the type of occupancy from the type stated on the registration statement, a new registration statement and license is required.

Any rental license may be revoked or suspended for the following reasons:

A suspended license may be reinstated only after the Code Enforcement Officer determines that the circumstances leading to the suspension have been remedied and a reinstatement fee as set by the Board of Supervisors has been paid.

Rental property Inspection Standards

All rental property must meet the inspection standards listed here. It is the responsibility of the property owner/applicant or agent to contact the Building and Codes Department and schedule all inspections required. Inspection request must be made to the Township no less than forty eight (48) hours prior to the time of the desired inspection.
