2011 Riverfront Open Space Plan

This is a long-range plan for future development along the Township’s two-and-a-half mile riverfront area of the Schuylkill River, from Conshohocken Borough to the boundary of the City of Philadelphia. A special focus of this plan is the area covered by the Riverfront Development Overlay District in the Zoning Ordinance, which covers the area extending from Spring Mill to Conshohocken Borough.

The Plan includes recommendations for actions at a number of locations along the River. Some of the high priority recommendations include: development of a riverfront trail system between Spring Mill and Conshohocken; various safety improvements necessary in the area; extension of Washington Street to eliminate dead-end access; notifications to potential developers of environmental concerns resulting from former heavy industrial uses in this area; creation/restoration of riparian buffer landscaping; installation for additional public parking; installation of boat launches; and installation of fishing piers.

The Board of Supervisors adopted the Riverfront Open Space Plan at the July 28, 2011 Public Meeting.

2009 Pedestrian and Bicycle Network Plan

The Pedestrian and Bicycle Network Plan is to serve as a guide for Whitemarsh Township in the creation of a network of sidepaths, sidewalks, trails, bike lanes, and other appropriate facilities to restore the ease and safety of walking and bicycling in the Township.

The Whitemarsh Township Pedestrian and Bicycle Network Plan Steering Committee, including Representative Members from the Board of Supervisors, Planning Commission, Open Space Committee, Shade Tree Commission, Parks and Recreation Board and the Environmental Advisory Board began to prepare the Pedestrian and Bicycle Network Plan in May 2006. Following a Public Hearing, the Whitemarsh Township Board of Supervisors adopted the plan at their regularly scheduled public meeting on May 14, 2009 by Resolution 2009-21.

2007 Greenway Plan

The Greenway Plan has been prepared by Whitemarsh Township to help guide future conservation and development efforts within the Township. The recommendations in the Plan were created based on the following set of guiding principles:

The Whitemarsh Township Greenway Plan Steering Committee, including Representative Members from the Board of Supervisors, Planning Commission, Open Space Committee, Shade Tree Commission, Parks and Recreation Board and the Environmental Advisory Board began to prepare the Greenway Plan in May 2006. Following a Public Hearing, the Whitemarsh Township Board of Supervisors adopted the plan at their regularly scheduled public meeting on August 16, 2007 by Resolution 2007-31.

2007 Parks & Recreation Plan

The Parks and Recreation Plan sets forth a vision for how Whitemarsh Township can provide a premiere parks and recreation system reflective of the quality of life here. The Plan represents Whitemarsh Township’s commitment to parks and recreation in response to the public’s expressed opinions. It is based upon consensus achieved through a public participation process that brought together elected and appointed officials, township management, community organizations, and citizens.

The Whitemarsh Township Parks and Recreation Board began the planning process for the Parks & Recreation Plan in February of 2006. Following a Public Hearing, the Whitemarsh Township Board of Supervisors adopted the Plan at their regularly scheduled public meeting on March 22, 2007 by Resolution 2007-12.

2006 Open Space Plan

The Open Space Plan sets in place the strategies to achieve the goal to protect and preserve the remaining undeveloped land, while directing higher-density development to locations where it will have the least impact. In addition, the Plan calls for the creation of a comprehensive network of trails and greenways to improve pedestrian, and, where appropriate, bicycle access to parks, recreation areas, shopping districts, and riparian corridors both within and beyond the Township.

The Whitemarsh Township Open Space Committee, including Representative Members from the Board of Supervisors, Planning Commission, Environmental Advisory Board, Shade Tree Commission, Parks and Recreation Board and the Historical Architectural Review Board began to prepare the Open Space Plan in August 2003. Montgomery County Open Space Board final approval was granted on November 28, 2006 by Resolution 2006-67 and following a Public Hearing, the Whitemarsh Township Board of Supervisors adopted the plan at their regularly scheduled public meeting on December 21, 2006 by Resolution 2006-60.

2006 Roadway Sufficiency Analysis & Transportation Capital Improvements Plan

The Roadway Sufficiency Analysis and Transportaion Capital Improvements Plan has been prepared by McMahon Associates in accordance with the requirements set forth in Pennsylvania Act 209 to assess transportation impact fees on new developments within municipal boundaries.

The Whitemarsh Township Traffic Impact Fee Advisory Committee was created by the Whitemarsh Board of Supervisors to develop land use assumptions, prepare a roadway sufficiency analysis study and make recommendation to the Board as to the development of roadway improvements, capital improvements and impact fees. The Board of Supervisors adopted the Roadway Sufficiency Analysis and Transportation Capital Improvement Plan at the January, 2006 public meeting by resolution 2006-9.

The Analysis and Plan establishes two transportation service areas within the Township: Transportation Service Area North (TSA North) and Transportation Service Area South (TSA South), assigning a Transportation Impact Fee to each TSA.

2003 Comprehensive Plan

The Comprehensive Plan is a policy tool for the Township to guide future growth and redevelopment. The plan includes goals and objectives, as well as recommendations for implementation in the areas of land use, economic development and commerce, transportation, community facilities, natural and historic resources, open space and recreation, and housing.

The Whitemarsh Township Planning Commission worked with the Montgomery County Planning Commission since 1997 in updating the 1964 Comprehensive plan. In the summer of 2001, a previous draft was submitted to the Board of Supervisors for consideration of scheduling public hearings. At that time, the Whitemarsh Township Residents Association (WTRA) expressed concern that the draft did not strongly emphasis a focus on managing growth and preserving open space. Consequently, the Board directed the Planning Commission to reexamine the draft and to incorporate a more open space conservation orientation as presented in the detailed policy brief provided by the WTRA. At the same time, the Township also embarked on considering the inclusion of the Natural Land Trust’s “Growing Greener” concepts into the Subdivision and Land Development Code.

The Comprehsive Plan was adopted by the Board of Supervisors on November 20, 2003. The Plan can be viewed below:
