· Responsible Contractors Provisions
Township desires to ensure contractors and sub-contractors that perform work valued at over $100,000 on any Township
facility or Township public works project meet certain minimum requirements to ensure they have the capacity,
expertise, personnel, resources and other qualifications necessary to successfully perform public contracts in a
timely, reliable and cost-effective manner.
· Establishing Regulations Governing Canvassing, Peddling and/or Solicitation
Township plans to update the Township Code governing when and how individuals and organizations can solicit Township
residents and businesses.

Preliminary/Final Major Land Development
Applicant proposes to construct 7,055 sq. ft. addition and 15 additional parking spaces.

Owner proposes to relocate existing asphalt plant in existing quarry.
Motions
· Setting September as Ovarian Cancer Awareness Month
In concert with the national campaign, the Township is preparing to declare September as Ovarian
Cancer Awareness Month.
· Authorization to Advertise an Ordinance Establishing Rental Property Licensing and Maintenance
Procedures
Township is ready to establish a new program to license and regularly inspect rental residential property to ensure
the Township’s residential rental housing is being well maintained.
· Joint Planning Project for Newly Acquired Open Space on Manor Road (East 33)
The Township is interested in working with the Philadelphia Department of Parks and Recreation and the Schuylkill
Center for Environmental Education to develop a plan for use and trails in an area for three abutting open spaces..
· Authorization to Seek Bids for Planning of a Trail on the PECO Transmission Corridor
The Township has applied for County Open Space funds to construct a trail along this PECO transmission
Corridor, and preparation of a detailed trail plan is appropriate.
· Authorization to Seek Bids for the Joshua Knoll/McCarthy Park Stormwater Project
Following the completion of the restoration plan for this stormwater control system, the Township is ready to
seek bids from contractors capable of performing the planned improvements.
· Amended Lease with Sovereign Bank
After October 1, the bank will occupy less space, and so a new lease needs to be put in place.
· Award Bid # 2009-14 2009 Road Resurfacing Project
Resurfacing certain Township roads.
· Award Bid # 2009-15 Street Line Painting
Street lines painted annually on certain Township roads.
· Road Closure – North and South Gilinger Road
The North and South Gilinger neighborhood seeks permission to close certain neighborhood roads on September 12 to
hold a neighborhood party
· Road Closure – 4000 Block of Kottler Drove
The 4000 block of Kottler Drive neighborhood seeks permission to close certain neighborhood roads on September 13 to
hold a neighborhood party.
· Approval of July Expenditures and Payroll.

PUBLIC PARTICIPATION INFORMATION
1. Public meetings of the Board shall follow a prescribed agenda, which will be available to the
general public two days preceding the meeting.
2. If members of the public wish the Board to address a specific item at a public meeting, a written request to
the Township Manager shall be submitted by noon on Friday of the week before the meeting. The written request
shall specify the item or items the individual desires to be addressed.
3. The Board may consider other matters for the agenda as they see fit.
4. The Board will entertain Public Comment at either the beginning of the meeting or prior to specific action
items during the meeting, at the discretion of the Chair. Individuals must advise the Chair of their desire to
offer such comment.
5. A Public Comment period will be provided at the conclusion of a meeting for input on any subject.
6. The Board Chair shall preside over Public Comments and may within their discretion:
a. Recognize individuals wishing to offer comment.
b. Require identification of such persons.
c. Allocate total available Public Comment time among all individuals wishing to comment.
d. Allocate up to a five (5) minute maximum for each individual to offer Public Comment at a meeting, Township
Staff shall time comments and shall announce, “one minute remaining” and “time expired” to the Chair.
e. Rule out of order scandalous, impertinent and redundant comment or any comment the discernible purpose of
which is to disrupt or prevent the conduct of the business of the meeting including the questioning of, or polling
of, or debating with, individual members of the Board.
