BOARD PUBLIC DISCUSSION ITEMS
· VC Village Commercial Zoning Districts – Specific Property Comments Review
At a Public Hearing held on September 25, 2008 several citizens provided specific property public
comments that the Board directed Staff to review.
· Fort Washington Rescape Progress Report
Leadership from the group working to renovate the Fort Washington village center will provide a progress report
detailing their successes and on-going efforts.
· Ordinance Affirming the Purchase of a Conservation Easement
The Board previously authorized advertising an Ordinance to purchase a Conservation Easement for the
Sheep Tract portion of the Erdenheim Farm, it is now appropriate to hold the first discussion of the proposed
Ordinance.

· Authorizing Cooperative Purchasing with US General Services Administration
The E-Government Act of 2002 authorizes local government acquisition of certain products and services offered through
GSA’s Cooperative Purchasing Program “CPP”.
Motions
· Bid # 2009-02 Trailer Mounted Message Sign with Radar
Staff recommends all bids received be rejected.
· Approve purchase of Trailer Mounted Message Sign with Radar through US GSA
CPP price is $13,200; awarded $7,190 PA DCED grant and $6,010 balance from general fund.
· Reaffirm $7,000 Purchase of Native Plants for Miles Park Riparian Planting Project
On October 23, 2008 the BOS approved the purchase of $7,000 for native plants as recommended by the EAB and staff
seeks BOS reaffirmation for this expense from the 2008 EAB budget.
· Authorization to Seek Bids for Printing and Mailing the Recreator and Whitemarsh Living
It is possible that seeking bids from printing and mailing firms for production and distribution of the Parks and
Recreation Department program guide and the Township’s magazine, both of which are currently produced three times a
year, may result in better pricing than has been achieved to date.
· Authorization to Advertise an Ordinance Setting New Pollution Limits
The Township has been requested by Conshohocken to amend the Township Code relative to pollution limits for
Whitemarsh entities that discharge to the Conshohocken system in order to reflect new EPA mandated standards to which
Conshohocken must adhere.
· Additional Financial Support for the Library’s Expansion Project Planning
As the Library proceeds to develop detailed plans for the proposed library expansion, it is requesting
the Township provide additional funds to aid in meeting the additional architectural/engineering costs.
· Approval of Mechanical Engineering for Two Park and Recreation Buildings
The studies of how better program use might be made of the Park and Recreation Building and the Cedar Grove
Barn cannot be completed without considering the needed HVAC modifications.
· Approval to set a Public Hearing to consider the Township’s Application for Greenfield/Green Town
Funds
After preparing a preliminary Master Trail Plan, the various committees, consultants and Township staff are
recommending what trail development projects should be included in the application for Montgomery County funds
“earmarked” Township open space projects.
· Approval to Advertise an Ordinance Amending Procedure for Appointing Deputy Fire Marshals
Currently Deputy Fire Marshals are to be appointed from the Fire Companies. Since there are not always individuals
prepared to serve as Deputy Fire Marshals, the Township’s Fire Marshal should have the flexibility to appoint
Deputies from Township staff, as well as from the Fire Companies.
· Authorization to Bid Removal, Transportation and Disposal of Liquid Sludge
The sanitary sewer plant will soon undergo certain repairs that will require the hauling of liquid sludge during this
maintenance project.
· Authorization to Retain Managerial Consultants and Engineer for Authority
The increasing work and activities of the Whitemarsh Authority require specialized consulting assistance.
· Approval of January Expenditures and Payroll

PUBLIC PARTICIPATION INFORMATION
1. Public meetings of the Board shall follow a prescribed agenda, which will be available to the
general public two days preceding the meeting.
2. If members of the public wish the Board to address a specific item at a public meeting, a written request to
the Township Manager shall be submitted by noon on Friday of the week before the meeting. The written request
shall specify the item or items the individual desires to be addressed.
3. The Board may consider other matters for the agenda as they see fit.
4. The Board will entertain Public Comment at either the beginning of the meeting or prior to specific action
items during the meeting, at the discretion of the Chair. Individuals must advise the Chair of their desire to
offer such comment.
5. A Public Comment period will be provided at the conclusion of a meeting for input on any subject.
6. The Board Chair shall preside over Public Comments and may within their discretion:
a. Recognize individuals wishing to offer comment.
b. Require identification of such persons.
c. Allocate total available Public Comment time among all individuals wishing to comment.
d. Allocate up to a five (5) minute maximum for each individual to offer Public Comment at a meeting, Township
Staff shall time comments and shall announce, “one minute remaining” and “time expired” to the Chair.
e. Rule out of order scandalous, impertinent and redundant comment or any comment the discernible purpose of
which is to disrupt or prevent the conduct of the business of the meeting including the questioning of, or polling
of, or debating with, individual members of the Board.
